Seems that this answers the question of whether Sugar Labs is working on porting Sugar to Windows:

When Walter was asked about OLPC's statement that "it plans to work with outside developers to port the software to Windows."

Walter's reply was: “I’m not sure what that means”,  “I can’t do it, and I’m not going to work on it.”
